MYKOLAIV, Ukraine—Ukrainian authorities set about restoring essential services in Kherson after Russia retreated from the city, leaving it without electricity, heat, water or cellphone service.

Ukrainian forces that swept into the southern city over the weekend were greeted by jubilant crowds, but a municipal official said the humanitarian situation in the city was critical.
